The OECD gave 43 recommendations on how Finland could further reduce environmental damage. The recommendations include:
     
Reducing the use of studded tyres as a way of cutting noise and small particle emissions.
     
Placing tougher restrictions on noise, which can be very harmful to health, especially in the noisiest urban areas.
     
More sorting of waste and recycling is called for.
     
Finland needs a national conservation strategy for swamps. The strategy also includes the utilisation of swamps as an energy source.
     
Risk assessments are urged for shipping routes in the Baltic Sea.
     
Rare and endangered types of forest need to be better protected.
     
Emissions of small particles from the burning of wood need to be reduced in cities, as well as emissions of particles caused by driving.
     
Jobs in environmental tourism should be increased.
     
Development aid should be increased, and should focus more on projects that help the environment.
