According to an annual study by the Swiss consultancy firm Mercer, Helsinki is the second-safest country in the world.
Helsinki shares the second-safest spot with three Swiss cities - Bern, Geneva, and Zurich.
The study examined living conditions in 215 cities against 39 different factors.
In terms of quality of life the Finnish capital ranked 29th, alongside San Francisco and Adelaide.
The producers of the study emphasised the importance of security as a major factor in the attraction of a city. A lack of security can make it very difficult to attract skilled foreign labour.
The safest city in the world, according to the study, was Luxembourg, while the most dangerous was the Iraqi capital Baghdad, followed by Kinshasa, Karachi, and Nairobi.
The most dangerous city in Europe was Moscow, and London was also well down the field at number 69.
European cities generally fared well in the study, especially with respect to infrastructure, health, and political stability.
