28.2.2008:
Nokia and Nokia Siemens Networks responded to the article carried in Helsingin Sanomat and reported here on Wednesday with the following statement about the companies' involvement in Turkmenistan:

Nokia and Nokia Siemens Networks recognize the legitimate authority of political decision makers in the global community to determine whether it is appropriate or not to do business in any particular country. The companies are strongly committed to the highest standards of ethical conduct, and ensuring full compliance with all applicable national and international laws (such as EU laws, WTO and UN decisions). In the case of Turkmenistan, there is no trade embargo or ban and the approach taken by both Nokia and Nokia Siemens Networks is completely consistent with the codes of conduct and ethical standards of both companies.
Both Nokia and Nokia Siemens Networks have a zero tolerance policy with respect to compliance issues.
The contract referenced in the article, where Nokia Siemens Networks is providing an expansion of an existing GSM network in Turkmenistan, was won through an open tender process in full accord with the compliance policies and procedures of the company as well as local and international law. Any speculation that the company engaged in inappropriate behavior related to this contract is simply not accurate.
It is also important to point out that both Nokia and Nokia Siemens Networks believe that increased connectivity can provide important benefits to society through enabling the open sharing of information and enhancing economic prosperity.

The statement was signed by Veli Sundbäck, Nokia Executive Vice President, Corporate Relations and Responsibility, and by Lauri Kivinen, Head of Corporate Affairs for NSN.
