Stora Enso is planning to start pulp, paper, and board production in Guangxi in South China.
The company announced on Thursday that it had started the application process for the necessary permits.
Markku Pentikäinen, President of Stora Enso's South Pacific operations, expects that the application process could last until the second half of next year. Guangxi is one of China's most heavily-forested provinces.
Pentikäinen says that it will take years before the new factory is built, because the company first wants to grow a crop of trees necessary for the production of fibre.
The company hopes to have a factory with an annual output of one million tonnes of chemical and chemi-thermomechanical pulp operational sometime between 2010 and 2012.
Stora Enso also says that it has extended its contract for wood cultivation and land use in the area to 60,000 hectares. Stora Enso already has 26,000 hectares of land in Guangxi.
In addition to the pulp mill, Stora Enso plans a paper and board factory, which is also to have an output of one million tonnes.
Stora Enso already has a fine paper factory in Suzhou with an annual output of 240,000 tonnes, and a core factory in Hangzhou.
