Supreme Administrative Court rejects appeal by United Power relating to planned Russia-Finland submarine cable

The Supreme Administrative Court of Finland (KHO) has turned down the appeal submitted by the Finnish energy company United Power against the rejection decision issued by the Finnish Ministry of Trade and Industry in December 2006 on the Russia-Finland submarine cable from the city of Kernovo near St. Petersburg to Mussalo in Kotka.
      According to the KHO decision issued on Tuesday, the Ministry had not acted illegally when it threw out United Power’s application regarding the construction of the proposed submarine power line.
     
The Supreme Administrative Court ruled that the decision made by the Ministry of Trade and Industry was based on adequate studies and is legally valid.
      Moreover, the Ministry’s decision and the related documents indicate that in addition to the primary application, it has also handled the secondary application made by United Power.
      The Supreme Administrative Court noted that the Ministry has assessed the necessity of the construction of the power line according to the Electricity Market Act.
