Working group to propose restrictions on short-term hiring

Employer could face fines if employees not given good reason for short-term contract

A working group dealing with the issue of short-term jobs has reached agreement on measures it says should be taken to fix problems related to short-term employment. The team is expected to complete its report this week, and submit it to Minister of Labour Tarja Filatov (SDP), probably already on Friday.
      The working group is to propose tighter regulations on the conditions for stringing short-term contracts on an employer without offering a long-term position. Helsingin Sanomat has learned that the group is to propose that not giving a reason why a job is set for just a fixed time should be criminalised.
     
Existing labour legislation stipulates that employers must have a reason for offering short-term employment. However, there is no requirement to explain the reason. Now the working group is proposing legislative changes that would make failing to give the reasons a crime punishable by a fine.
      The group proposes that occupational health inspectors should be given greater authority than they have at present to deal with issues involving short-term employment - to the point of imposing conditional fines on employers who withhold the reasons for limited-term employment.
     
The working group is also calling for more research into various aspects of the phenomenon, including a survey of problem fields where short-term contracts are the norm, as well as ways to reduce the number.
      Other proposals include examining when notice should be given to an employee that a short-term contract is not to be renewed, and the establishment of a new working group to examine the use of temp agencies.
      The group recommends that short-term employees should be given better access to professional training, either between labour contracts, or while they are working.
