FRIDAY: Finland will not extradite suspected war criminal to Rwanda

Finland will not be handing over a man currently being held on suspicion of genocide to Rwanda.
      The Ministry of Justice has based its decision against extradition of the Rwandan citizen in part on the stand issued by the UN's International Criminal Tribunal, which suggests that there is no certainty of his receiving a fair trial in Rwanda.
     
The man is suspected of involvement in mass killings during the Rwandan genocide of the 1990s. He has been in custody in Finland since April 2007, and the prosecutor is currently considering if charges should be brought.
      Germany and France have also rejected the extradition of persons to Rwanda on the same grounds as the Finnish authorities.
     
If formal charges are brought against the 57-year-old man, who has not been named, any trial would take place in Finland.
      The man has repeatedly denied any involvement in the killings.
      He sought asylum in Finland in 2003, and prior to his arrest had worked as a Baptist preacher in Vaasa and in Porvoo, where he was eventually apprehended.
