"They are paying the price", is the headline in an article in the Swedish newspaper Aftonbladet in late June on the consequences of Finland's decision to bring down the price of alcoholic beverages. Sweden is still adhering to its policy of high liquor prices in spite of pressure from increased personal imports from its EU neighbours.
