In a panel discussion arranged by the Association of Finnish Local and Regional Authorities, the Centre Party chairman and Prime Minister Matti Vanhanen repeated his view that rail transport alone does not significantly reduce greenhouse gas emissions, while SDP leader Jutta Urpiainen (left) believed that Vanhanen’s garden-city model for land use would mean that families should have two cars. Jyrki Katainen stressed "smart zoning". The panel discussion could also be seen as one of the first exchanges in the run-up to municipal elections, to be held towards the end of October.
