Consulate in St. Petersburg: Amnesty bill presented to Duma

THE CONSULATE General of Finland in St. Petersburg has confirmed to Helsingin Sanomat that Russia is preparing to introduce a law that could grant amnesty to thousands of prisoners. Commemorating the 20th anniversary of the Russian constitution, the bill was presented to the State Duma on Monday by President Vladimir Putin. Altogether, as many as 25,000 people could be freed under the bill.

Earlier today, MTV3 reported that the prisoners who would hence be granted amnesty include members of the Russian punk band Pussy Riot and the Greenpeace Arctic 30 campaigners, including Finland's Sini Saarela.

Consul Susanna Niinivaara, however, reminds that although the issue has been a subject of speculation in Russia, the exact nature of the bill remains unclear. “It's not a list of names,” Niinivaara told Helsingin Sanomat by the phone. For the present, the fate of Saarela thus remains uncertain, she said.
