The Ministry of Justice has published a 20-page statement picking apart the draft bill of the Government for the reform of social welfare and health care services, arguing for example that the bill fails to fulfil its constitutional requirements. With the bill needing further preparatory work and the electoral term nearing its end, the ministry is concerned that the Parliament will not have the time it needs to subject the bill to thorough scrutiny.
